I had this problem 2 or 3 times on my old computer, each time something different seemed to fix it. Updating directx, sound drivers, bios, and/or, oddly enough, graphics drivers might fix it. (Actually, one time, I think it stopped working after updating my graphics drivers.)
So the solution is : Change the game properties and run it in compatibility mode under Windows XP Service Pack 3.Notice the change over Win7 solution. In Win8 we change the compatibility to Windows XP Service Pack 3, but in Windows 7 we used to change it Windows98/Me.
Saved games are not located in the typical My Documents\GTA Vice City User Files directory (often when running Windows Vista). Solution: Users\Public (or equivalent, depending on your install location). Alternatively: Program Files\Rockstar Games\Grand Theft Auto Vice City\data\ (or equivalent, depending on your install location).
I bought gta vc, gta 3 and gta sa here and in rockstar launcher, and there was same problem - i start the game, its fine, but after 1-2 minute game just stops to see the mouse, dont react on rmb or lmb. I mean, cursor moves, but it doesnt react on click. I asked about it rockstar support, but all i get was "oh, its strange, but we dont know why it happens". Maybe someone faced such a problem
If you are experiencing FPS issues, follow these steps: Remove the AI Enhanced Textures folder from the modloader folder. In the scripts folder, open the file GTAVC.WidescreenFix.ini and change the values to disable anti-aliasing in the game: "ForceMultisamplingLevel = max" to "ForceMultisamplingLevel = 0".
Sure, plus awful controls, especially camera when driving. On the other hand, compared to GTA and GTA 2, you can see the huge leap in evolution, and then you get through Vice City to San Andreas and enjoy the controls gradually sucking less and both the story and the little details like radio, advertisements, NPC dialogues etc. getting much more interesting.
